Abuse of Dominance
We represented digital publishers and businesses by leading a competition complaint on 2 November 2026 before the COMESA Competition Regulator against Meta Platforms Ireland Limited.
The complaint challenges Meta’s proposed 2026 Commercial Terms, which would give Meta broad rights to automatically crawl, collect, analyse, index and retrieve content from publishers’ external websites, domains and URLs associated with their use of Meta’s platforms.
Meta’s conduct constitutes a potential abuse of dominance, particularly given the dependence of publishers on Meta’s platforms for audience reach, traffic and digital distribution. The complaint asks the COMESA Competition Regulator to investigate the conduct and consider interim measures to prevent implementation of the disputed terms pending the investigation.
A formal complaint was filed on 2 November 2026 with the COMESA Competition Regulator.
