Luke Kamoga

Luke is a member of AdLegal and serves as Supervisor for Complaints Handling, Litigation, and Dispute Resolution. He is both a lawyer and an insurance practitioner, holding a Bachelor of Laws (LL.B) degree from Makerere University School of Law.

He has represented AdLegal in numerous complaints and dispute resolution matters. His expertise extends to handling complex insurance-related disputes for insurance companies at both the local and regional levels, including proceedings before COMESA, the Insurance Regulatory Authority, and the Insurance Appeals Tribunal.

Beyond litigation, Luke actively contributes to policy and regulatory advocacy, with a strong focus on competition law and consumer protection in domestic and cross-border insurance. He was also a member of the reporting task force that produced Uganda’s first Policy Comment Report on Digital Markets Competition Regulation, a landmark initiative shaping the country’s approach to digital market oversight.
