Violation of Advertising Standards 

NBS Television

We filed a formal complaint against NBS Television for allegedly breaching the Split Screen Advertising rules set by the Uganda Communications Commission (UCC) Advertising Standards, 2019.

The complaint highlighted that programs such as Morning Breeze, NBS Frontline, and NBS Eagle, which focus on current affairs discussions, frequently featured split-screen advertisements during broadcasts.

The UCC guidelines explicitly prohibit split-screen advertising in news and current affairs programs, as outlined in Annex 7 and Annex 1 of the Advertising Standards. The definition of “current affairs” includes programs analyzing political, cultural, social, and economic issues affecting the public, which these shows fall under.

We urged NBS to comply with the established advertising standards to maintain integrity in broadcasting. Despite receiving our complaint, NBS TV took no action to address the issue. 

The Commission wrote a letter to NBS TV dated 4th April 2025 requesting for a written response to the complaint made.

NBS TV responded to the complaint on 9th April 2025 defending itself that the adverts complained about are squeeze back adverts and are different from split-screen advertisements.

On 26th June 2025, AdLegal appeared before UCC to present its case. Following the meeting, the Commission request Adlegal to file written submissions.

On 21st July 2025, Adlegal filed its submissions with the commission.

advertisements, despite similarities, and relied on prior informal discussions with UCC
to justify the practice.
