Aziz is the Founding member of AdLegal and oversees all work done by the team. He navigates the full spectrum of the EAC, and COMESA competition, data protection and consumer legal regimes.

He leads the team in taking action against and defending entities in national and regional cartel and abuse of dominance investigations, data protection claims, merger control (mergers, acquisitions, and joint ventures), distribution agreements, and competition litigation before competition and consumer regulatory tribunals and panels.

Aziz has acted at multiple regulatory levels, including the COMESA Competition Commission, EAC Competition Authority, Uganda’s Competition Regulator, Uganda Communications Commission, Personal Data Protection Office, among others.

Beyond enforcement matters, Aziz also advises  vulnerable consulting entities on competition compliance, reviewing commercial agreements, structuring joint ventures and strategic alliances, conducting market investigations, and handling complaints.

In terms of Policy advocacy, he has led various competition and consumer protection policy advocacy initiatives for AdLegal that have contributed to shaping competition and consumer protection policies in Uganda and the region.

He is currently the Uganda Ambassador for the Value of Competition Programme of Oxford University’s Centre for Competition Law and Policy (CCLP).

Aziz is also a part-time lecturer/teaching assistant at the School of Law of Uganda Technology and Management University (UTAMU).

Experience:

  1. Led the team that secured a primafacie case victory against Meta over the exclusion of third-party AI chatbots from WhatsApp at the COMESA Competition Commission.
  2. Led the legal team that succesfully won a data privacy case against WhatsApp LLC and Meta over the enforcement of the 2021 WhatsApp data privacy policy in Uganda.
  3. Represented members of the National Producers Guild of Uganda (PGU) in competition proceedings concerning alleged anti-competitive conduct and restrictive commercial arrangements in Uganda’s film distribution and theatrical exhibition market.
  4. Led the team that won the landmark case against NBS TV for unlawful split-screen advertising, reinforcing adherence to Uganda’s broadcasting standards.
  5. Led the team that filed Uganda’s first-ever competition complaint against Google, challenging monopolistic practices in the Android ecosystem to create a fair digital market regulation.
  6. Led the team that sought legal action to block illegal online lending websites and mobile apps hosted by Google, protecting consumers from unregulated and exploitative digital financial services.

 

Digital Markets Regulation:

  • Convened the First Africa Big Tech Accountability Summit, 2026  which produced the first report on Big Tech digital competition & Data Privacy regulation in Africa.
  • Led the Task Force which produced Uganda’s first Policy Comment Report on Digital Markets Competition Regulation in Uganda in 2025.
